Use spray adhesive to attach your 8 x 10 photo to foamcore or cardboard, then use the utility knife to carefully cut around the edge of the face and the eye holes. Make sure the mask user will be able to see well through the eye holes.
Hot glue a dowel or stick to the inner edge of the mask, ensuring a good bond. Use faux fur, ribbon, or fabric to adorn the dowel, and consider decorating the mask itself to give it a more three-dimensional look.
