Code of Management Practice


To help Publicly Owned Treatment Works (POTWs) and photographic processing facilities, Kodak has been working with the Silver Council, the Association of Metropolitan Sewerage Agencies (AMSA), and others to develop guidelines for silver recovery and controlling silver discharges. Kodak has provided its resources in developing guidelines for controlling silver discharges from photographic processing facilities. In 1995, The Silver Council and AMSA issued the Code of Management Practice (CMP).

What is the Code of Management Practice?
The Code of Management Practice (CMP) is a set of recommended operating procedures that help silver dischargers reduce both the amount of silver and the overall volume of photochemical solutions they currently discharge down their drains. The CMP helps businesses and local communities save both time and money. When large numbers of small businesses and health care facilities process small volumes of photographic materials in a typical city, controlling their discharges to POTWs through conventional pretreatment programs is difficult, costly, and resource-intensive. The CMP gives businesses and POTWs an alternative to the "command and control" regulation of silver, which is based solely on absolute compliance with numerical limits.
 

 
What are the benefits?
The CMP gives users the incentive to optimize silver recovery, water conservation, and pollution prevention, improving their economic return and reducing the likelihood of fines, shutdown, or the need to relocate their businesses. Specifically, implementation of the CMP will result in:
 
 
improved selection, operation & maintenance, and monitoring of silver recovery and management systems
 
an increase in the amount of silver recovered and recycled
 
a reduction in the amount of silver discharged to POTWs and the environment
 
reduced administrative burdens and compliance costs for POTWs and dischargers
 
an increased understanding and implementation of basic pollution prevention practices by silver dischargers
 
Where is it being implemented?
AMSA and The Silver Council recently received an EPA grant to study the use of alternative compliance mechanisms in streamlining local pretreatment programs. This two year project involves putting the CMP into action and measuring its effectiveness at seven wastewater treatment facilities throughout the United States: Boston, MA; Columbus, OH, Hampton Roads, VA; Jacksonville, FL; Passaic Valley, NJ; Salisbury, MD; and San Diego, CA. KES has been instrumental in promoting the CMP concept. The CMP has been implemented in over 50 municipal, county or state pretreatment programs.
