Corinne (DC50) came up with a great expression, and the picture was pretty good on its own. But I tried a couple things to help.

First, I made a slection around Corinne and copied her only into a new layer. Then I blurred the original picture and made a very soft focus background. There was a halo effect created by the blur -- some like that sort of thing and some don't. To avoid it you can "clone more background over Corinne and then blur that...

Then I tried replacing the background with a more colorful picture of tulips. They were way too distracting until I blurred the tulips, resulting in a very soft, patterned background that makes the picture a little more colorful.
